Direction<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Blood of the Leopard originally approached Asia through separate regional assessments, beginning with <strong>South Asia<\/strong> and with <strong>Southeast Asia<\/strong> developing as a separate area of study.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the intelligence picture has developed, however, it has become increasingly clear that this division does not always reflect the way wildlife trafficking operates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Leopard populations, sources of wildlife products, trafficking networks, transit routes and destination markets do not necessarily conform to regional boundaries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A leopard killed in one country may enter a supply chain that crosses several others before reaching its intended market.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For this reason, Blood of the Leopard is now developing a <strong>single Asia Intelligence Assessment<\/strong>, bringing South and Southeast Asia together within one regional intelligence framework.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This does not mean that individual countries or sub-regions become less important.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It means that we can examine them as components of a wider system.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">Why Asia?<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Asia contains the world&#8217;s most extensive and interconnected leopard range and encompasses some of the most significant known markets, trafficking corridors and demand centres for leopard body parts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The region also contains major differences in:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>leopard populations and habitat;<\/li>\n\n\n\n<li>wildlife-protection legislation;<\/li>\n\n\n\n<li>enforcement capacity;<\/li>\n\n\n\n<li>border controls;<\/li>\n\n\n\n<li>traditional medicine markets;<\/li>\n\n\n\n<li>cultural and ceremonial demand;<\/li>\n\n\n\n<li>organised crime;<\/li>\n\n\n\n<li>political and economic conditions;<\/li>\n\n\n\n<li>and access to wildlife products.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">These differences can create opportunities for trafficking networks to move wildlife between jurisdictions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The intelligence challenge is therefore not simply to identify where leopards are being killed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is to understand what happens <strong>after the killing<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">From Source to Market<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Blood of the Leopard is developing the Asian assessment around the complete potential supply MARKETS<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At each stage, the people, geography, infrastructure and criminal relationships may change.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The leopard does not.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The body part may, however, travel far beyond the landscape in which the animal died.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Understanding that movement is central to Blood of the Leopard&#8217;s intelligence approach.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">The Asian Trafficking Landscape<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The emerging Asian picture includes several interconnected intelligence environments.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">South Asia<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">India currently provides much of the publicly documented evidence of leopard poaching and trafficking in Asia, including repeated seizures of skins and other body parts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nepal provides an important Himalayan and trans-Himalayan interface, while the relationship between Indian source areas, Nepal and Tibet\/China requires continued investigation.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The Himalayan and Trans-Himalayan Corridor<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The Himalaya should not be viewed simply as a geographical barrier.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For wildlife trafficking, borders, mountain passes, transport routes and established trading relationships can create both obstacles and opportunities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The India\u2013Nepal\u2013Tibet\/China interface is therefore an important area of continuing intelligence development.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Southeast Asia<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Southeast Asia contains some of the world&#8217;s most threatened leopard populations and some of the region&#8217;s most significant wildlife-trafficking pressures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Indochinese leopard, in particular, is being examined through Blood of the Leopard&#8217;s work on habitat loss, prey depletion, snares and the wider wildlife trade.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Myanmar and the Golden Triangle<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The Myanmar\u2013Golden Triangle region requires particular attention.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It occupies a strategically important position between South Asia, Southeast Asia and China and has long been associated with complex transnational trafficking networks involving multiple forms of illicit trade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For Blood of the Leopard, its significance is not simply that wildlife products may pass through the region.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is that the area may function as a <strong>convergence and redistribution zone<\/strong>, potentially connecting supply from different parts of Asia with different destination markets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This makes Myanmar and the Golden Triangle a critical intelligence focus within the wider Asian assessment.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">Following the Network Rather Than the Map<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">A conventional regional report might separate:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>South Asia<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">from<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Southeast Asia.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Blood of the Leopard will increasingly an established single trafficking route.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rather, it represents the type of <strong>regional relationship that requires investigation<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Individual cases will determine which connections can ultimately be demonstrated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This distinction is fundamental.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Blood of the Leopard will not convert geographical proximity, intelligence rumours or analytical possibilities into established trafficking routes.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">Evidence Before Assumption<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The Asian assessment will distinguish between four levels of intelligence:<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">DOCUMENTED<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Evidence supported by reliable records, enforcement actions, court documents, scientific research or other authoritative sources.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">REPORTED<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Information published by credible sources but not independently established by Blood of the Leopard.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">INTELLIGENCE LEAD<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Information that may indicate a significant connection but requires further verification.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">ASSESSMENT<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">An analytical conclusion based upon the available evidence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These categories will remain distinct throughout the assessment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An arrest is not a conviction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A seizure does not necessarily identify the source of an animal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A suspected route is not an established route.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And the absence of a seizure does not necessarily mean that trafficking is absent.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">The Four-Tier Supply Chain<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Blood of the Leopard will continue to examine the Asian trade through four broad levels:<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">TIER 1 \u2014 KILLERS \/ POACHERS<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Individuals who kill or obtain leopards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This may include deliberate commercial poaching, trapping, poisoning and animals killed through human\u2013wildlife conflict whose bodies subsequently enter trade.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">TIER 2 \u2014 LOCAL AGGREGATORS<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Individuals who collect wildlife products from multiple sources and move them toward larger markets.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">TIER 3 \u2014 REGIONAL TRAFFICKERS<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Intermediaries and organised networks capable of moving wildlife products across districts, provinces and international borders.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">TIER 4 \u2014 DESTINATION BUYERS \/ MARKETS<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Those purchasing, commissioning or ultimately consuming wildlife products.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The structure is deliberately simplified.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Actual networks may contain many more layers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The purpose is to provide an analytical framework through which individual cases can be compared.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">More Than Leopard Poaching<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The Asian leopard trade cannot be examined in isolation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Blood of the Leopard will therefore investigate its relationship with:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>other wildlife trafficking;<\/li>\n\n\n\n<li>illegal meat and bushmeat networks;<\/li>\n\n\n\n<li>narcotics;<\/li>\n\n\n\n<li>human trafficking;<\/li>\n\n\n\n<li>weapons;<\/li>\n\n\n\n<li>corruption;<\/li>\n\n\n\n<li>organised crime;<\/li>\n\n\n\n<li>digital marketplaces;<\/li>\n\n\n\n<li>and other forms of illicit commerce.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This is particularly important in regions where criminal networks already operate across multiple commodities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A leopard skin may represent only one commodity moving through a much larger system.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">The Snare<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The snare is also central to the Asian assessment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Snares do more than kill individual animals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At sufficient scale, they can alter wildlife populations, remove prey, damage ecosystems and create a persistent supply of illegally obtained wildlife.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Blood of the Leopard is therefore examining the snare not simply as a conservation problem, but as a potential <strong>entry point into the wildlife-trafficking supply chain<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This will be particularly important in Southeast Asia, where snaring has become one of the defining threats to remaining wildlife populations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The same question must also be asked elsewhere in Asia:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>How many animals killed by indiscriminate trapping subsequently become commodities within wildlife-trafficking networks?<\/strong><\/p>\n<\/blockquote>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">Conflict and Commercial Supply<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Human\u2013leopard conflict creates another potential intersection.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A leopard killed because it is perceived as a threat may subsequently become a source of commercial wildlife products.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The motivation for the killing and the motivation for the later trafficking are not necessarily the same.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This distinction is important.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A conflict killing can therefore become incorporated into a commercial supply chain after the animal is dead.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Understanding this intersection will be an important component of the Asian assessment.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">Demand<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Supply cannot be understood without examining demand.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Asian assessment will therefore examine markets and motivations for leopard products including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>skins;<\/li>\n\n\n\n<li>bones;<\/li>\n\n\n\n<li>claws;<\/li>\n\n\n\n<li>teeth;<\/li>\n\n\n\n<li>other body parts;<\/li>\n\n\n\n<li>traditional medicine;<\/li>\n\n\n\n<li>ceremonial use;<\/li>\n\n\n\n<li>status and prestige;<\/li>\n\n\n\n<li>and emerging digital markets.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Demand may originate in one location while the animal is killed thousands of kilometres away.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The distance between source and consumer is therefore itself an intelligence question.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">Why Myanmar and the Golden Triangle Matter<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The Myanmar\u2013Golden Triangle region deserves particular attention because it may connect multiple trafficking environments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wildlife products potentially arriving from:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>South Asia<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">and<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Southeast Asia<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">may encounter established networks operating through a region that also connects to:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>China<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">and wider Asian markets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This makes the region strategically important even where individual trafficking routes remain unproven.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Blood of the Leopard will therefore examine:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>known wildlife-trafficking routes;<\/li>\n\n\n\n<li>documented seizures;<\/li>\n\n\n\n<li>border and transit points;<\/li>\n\n\n\n<li>organised-crime connections;<\/li>\n\n\n\n<li>online and physical markets;<\/li>\n\n\n\n<li>links with other illicit commodities;<\/li>\n\n\n\n<li>and evidence of leopard products moving through the region.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The objective is not to label the entire region as a trafficking route.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is to determine <strong>where the evidence demonstrates convergence.<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">Building the Asian Intelligence Picture<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The Asian assessment will progressively bring together:<\/p>\n\n\n\n<p trafficking route.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A new seizure may reveal a previously unknown intermediary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An enforcement investigation may expose a connection between apparently unrelated cases.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The intelligence picture therefore remains open.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">What We Know \u2014 and What We Do Not<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">There is already substantial evidence of illegal leopard exploitation across Asia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What remains much less clear is the full architecture connecting:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>the leopard killed<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">to<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>the person who ultimately profits.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is one of the central intelligence gaps that Blood of the Leopard seeks to address.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The objective is not to claim knowledge where evidence is absent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is to identify the gaps, follow the evidence and progressively reduce uncertainty.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">From South Asia to Asia<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The previous <strong>South Asia Context<\/strong> represented the first stage of this work.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It remains an important evidence base.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The development of the wider Asian assessment does not replace that work.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, it places it within a larger regional framework.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The evidence emerging from India, Nepal and the Himalayan region can now be examined alongside the developing picture from Southeast Asia and the critical Myanmar\u2013Golden Triangle interface.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This allows Blood of the Leopard to follow the <strong>system rather than the administrative boundary.<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">The Next Stage<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The Asia Intelligence Assessment is now under development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It will progressively incorporate the existing Blood of the Leopard case studies and intelligence work, together with new evidence as it becomes available.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first priority areas will include:<\/p>\n\n\n\n<p
