The question is therefore not simply whether that killing is legal, but whether the system surrounding it is scientifically defensible, properly monitored, economically justified, and capable of maintaining healthy leopard populations over the long term.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This section will examine those questions.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">A LIVING INVESTIGATION<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The trophy hunting of leopards cannot be understood through a single statistic or a single argument.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It involves population biology, hunting quotas, economics, land management, local communities, international trade, CITES regulation, conservation policy, enforcement and the behaviour of individual hunters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is also a rapidly changing subject.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">New population assessments can alter our understanding of sustainable offtake. Governments can change quotas or hunting regulations. Scientific monitoring can produce new evidence. Conservation strategies can be revised. Public policy can move in different directions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For that reason, the Blood of the Leopard trophy-hunting section will develop as a <strong>living document<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The initial page establishes the questions we believe need to be answered before a full assessment is produced.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Alongside that longer-term work, we will provide news and intelligence updates as significant developments occur.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">THE EIGHT QUESTIONS<\/h1>\n\n\n\n<h2 class=\"wp-block-heading\">01 \u2014 THE TROPHY<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">Why is the leopard such a valuable trophy?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The leopard has long occupied a special position within the international trophy-hunting industry.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Its rarity, appearance, behaviour and status as one of the world&#8217;s great predators have made it a highly desirable trophy animal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We will examine the history and development of leopard trophy hunting, the countries in which it occurs, the scale of the industry and the cultural and economic forces that have created demand for the leopard as a trophy.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">02 \u2014 THE QUOTA<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">Who decides how many leopards can be killed?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">A central question is the setting of hunting quotas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A quota is not the same thing as the number of animals actually killed. Nor does the existence of a quota automatically demonstrate that a population can sustain that level of mortality.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We will examine:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>how leopard quotas are established;<\/li>\n\n\n\n<li>the population information on which they are based;<\/li>\n\n\n\n<li>how frequently that information is updated;<\/li>\n\n\n\n<li>whether quotas reflect current population trends;<\/li>\n\n\n\n<li>how CITES requirements influence the system;<\/li>\n\n\n\n<li>and whether national quota systems adequately account for other forms of leopard mortality.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The fundamental question is simple:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>How many leopards can be removed from a population without damaging the population itself?<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">03 \u2014 THE LEOPARD<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">Which leopard is being killed?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Counting animals is not enough.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Leopards are territorial and socially complex predators. The age and sex of an individual can influence the consequences of its removal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An adult territorial male may have a very different ecological significance from a younger or non-territorial animal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The removal of established males can potentially affect territorial stability, reproduction and cub survival.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We will therefore examine the science behind:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>age-based hunting;<\/li>\n\n\n\n<li>sex-specific mortality;<\/li>\n\n\n\n<li>territorial males;<\/li>\n\n\n\n<li>reproductive females;<\/li>\n\n\n\n<li>population turnover;<\/li>\n\n\n\n<li>infanticide;<\/li>\n\n\n\n<li>and the wider demographic consequences of removing particular individuals.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The key question becomes:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>Is one leopard really equivalent to another when calculating conservation impact?<\/strong><\/p>\n<\/blockquote>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">04 \u2014 THE MONEY<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">What is a leopard worth?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Trophy hunting is an economic activity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A leopard can generate substantial revenue through hunting licences, professional hunting operations, accommodation, transport and associated tourism.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But economic value does not automatically equal conservation value.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We will examine where the money generated by leopard hunting goes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">How much reaches:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>governments;<\/li>\n\n\n\n<li>conservation authorities;<\/li>\n\n\n\n<li>private landowners;<\/li>\n\n\n\n<li>hunting operators;<\/li>\n\n\n\n<li>professional hunters;<\/li>\n\n\n\n<li>local communities;<\/li>\n\n\n\n<li>and wildlife-management programmes?<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">We will also examine whether the economic value generated by trophy hunting actually creates stronger incentives to retain leopards and their habitat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The question is not simply:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Does a leopard generate money?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Who receives that money, and does it result in a living leopard being worth more than a dead one?<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">05 \u2014 THE CONSERVATION ARGUMENT<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">Can trophy hunting help conserve leopards?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">This is one of the most important questions we will examine objectively.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The principal conservation argument for trophy hunting is that wildlife can acquire economic value which helps justify retaining habitat, maintaining wildlife populations and tolerating predators on land where alternative forms of tourism may be less economically viable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In some circumstances, this may provide genuine conservation benefits.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But those benefits cannot simply be assumed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We will examine whether trophy hunting:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>protects habitat;<\/li>\n\n\n\n<li>maintains wildlife populations outside protected areas;<\/li>\n\n\n\n<li>reduces incentives for retaliatory killing;<\/li>\n\n\n\n<li>provides meaningful community benefits;<\/li>\n\n\n\n<li>contributes to conservation management;<\/li>\n\n\n\n<li>or instead creates economic systems in which the benefits are concentrated while the conservation costs are distributed more widely.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The answer may not be the same in every country or landscape.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">06 \u2014 THE GOVERNANCE GAP<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">Who monitors the system?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Even a scientifically designed hunting system depends upon effective governance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We will examine the institutions responsible for:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>population monitoring;<\/li>\n\n\n\n<li>quota setting;<\/li>\n\n\n\n<li>hunting permits;<\/li>\n\n\n\n<li>age and sex verification;<\/li>\n\n\n\n<li>trophy identification;<\/li>\n\n\n\n<li>export permits;<\/li>\n\n\n\n<li>CITES compliance;<\/li>\n\n\n\n<li>reporting;<\/li>\n\n\n\n<li>enforcement;<\/li>\n\n\n\n<li>and independent scientific review.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">We will also examine what happens when monitoring data are incomplete, outdated or contradictory.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A system based upon sustainable use can only be as strong as the information upon which its decisions are made.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">07 \u2014 THE TROPHY AND THE TRADE<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">What happens after the leopard is killed?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">A legally hunted leopard enters an international system of documentation, possession, transport and, where applicable, export and import.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This creates an important distinction between <strong>legal trophy trade and illegal wildlife trafficking<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Blood of the Leopard will not automatically treat the two as equivalent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, we will examine where the systems intersect and where they remain fundamentally different.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This includes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>CITES;<\/li>\n\n\n\n<li>international trophy exports;<\/li>\n\n\n\n<li>skins and other trophy components;<\/li>\n\n\n\n<li>documentation and permits;<\/li>\n\n\n\n<li>trophy verification;<\/li>\n\n\n\n<li>compliance;<\/li>\n\n\n\n<li>illegal substitution or misrepresentation;<\/li>\n\n\n\n<li>and the wider international trade in leopard body parts.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The objective is to understand the entire journey from <strong>wild leopard \u2192 trophy \u2192 international movement<\/strong>, and to determine how effectively that journey is controlled.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">08 \u2014 THE BIGGER QUESTION<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">Legal killing versus illegal killing<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">This may ultimately be the most difficult question of all.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Illegal leopard killing is unquestionably a conservation and criminal-justice issue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trophy hunting operates under a different legal and regulatory framework.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The two should not be conflated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But neither should the existence of a legal framework end the conservation discussion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both systems raise fundamental questions about the relationship between humans and a wild predator:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Who decides that a leopard can be killed?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What evidence supports that decision?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Who benefits?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What happens to the population?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What happens to the habitat?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>And how effectively is the entire process monitored?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Blood of the Leopard will examine these questions without assuming that every country, hunting system or individual case produces the same answer.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">THE SOUTH AFRICAN TEST CASE<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The fluid nature of this subject can already be seen in South Africa.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On <strong>4 September 2026<\/strong>, South Africa&#8217;s Department of Forestry, Fisheries and the Environment published the <strong>Draft National Leopard Conservation Strategy and Action Plan, 2026<\/strong> for public comment. The proposed strategy sets out a national vision in which leopards thrive in living landscapes while also supporting cultural traditions and local livelihoods through inclusive, community-driven conservation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, South Africa is developing national leopard monitoring capable of producing standardised population-trend information to inform future hunting-quota decisions and broader leopard conservation management.
